The term "expert" is not legally protected in Germany!
The consequence of this is that basically everyone can call themselves an "expert" without having to prove their qualifications.
Many “freelance experts” must have had excellent technical and specialist knowledge, but this knowledge generally never had to be proven by an independent institution.
In contrast to the general term "expert", the term "publicly appointed and sworn expert" (ö.buv SV) is legally protected according to § 132a.
The chambers of handicrafts only order and swear in specialists with particularly outstanding qualifications. It certifies that the expert is particularly qualified in a specific area. The applicant undergoes an extensive training and examination process. All ö.buv experts have to undergo a constant Ford education process. The necessary evidence of the training is subject to constant monitoring by the chambers of crafts.
If the requirements are not proven, the status of “publicly appointed and sworn in” will be revoked.
Through this procedure, the legislature makes a clear distinction between the actual experts and the professional group of independent experts.
Because of this you always get the security of an independent, non-partisan expert opinion from a "publicly appointed and sworn expert". No matter whether as a private report or as a court-ordered report.
The publicly appointed and sworn expert is also authorized to act as a mediator in the form of an “arbitration report”. In this way, lengthy and costly legal disputes can often be avoided.
On the basis of the above-mentioned requirements, Franz Sahler was appointed in 1999 by the Trier Chamber of Crafts to be a "publicly appointed and sworn expert for the plastering trade".

Assignment and remuneration
The assignment of my person as a publicly appointed and sworn expert in plastering in the performance profile and field of activity listed above is usually in writing, with the sending of an expert order.
The remuneration / remuneration for my work is in accordance with the Justice Remuneration and Compensation Act (JVEG) valid since July 1st, 2004.
After this, the time required for the expert work is calculated for the following services:
- Study of the court files including the file files
- Realization of the site and object inspection
- Time to draft the summons and the site visit log
- Investigations, measurements, laboratory tests
- Travel time for site and property inspection
- Time spent on drafting, dictating and reviewing the report
